The International Personal Care Attendant Program (PCA) is offered by the Centre for Nursing Studies (CNS) in beautiful Newfoundland and Labrador, Canada. Because CNS wants to provide the best PCA training program possible, they have partnered with the largest private college in Newfoundland and Labrador, Keyin College, and the internationally renowned English language assessment and training organization, PELMO International.

All three organizations – CNS, Keyin College, and PELMO International – work together to provide a comprehensive, supportive, and enjoyable educational and work experience for international students. CNS offers an exceptional PCA program to international applicants followed by the potential for an extraordinary work experience in beautiful Newfoundland and Labrador, Canada via the Post Graduate Work Permit (PGWP).

Step 1: Enrolment Process

Working with international recruitment specialists, we will identify and recruit qualified candidates to the program. This includes assessing candidate suitability for work in Newfoundland & Labrador, Canada, and any pre-admission requirements, including immigration requirements and ESL training. Students must have a Study Permit before beginning the Program.

Applicant Qualifications

– 18 - 40 with a minimum of a high school diploma 
– Level of English (high intermediate to low advanced) 
– Online customized English language assessment required (PELMO)

Step 2: Online Learning

Once enrolled, we will deliver the 12 weeks of theory content online to students in their home country leveraging the finest in virtual learning technologies and practices. As noted above, Students must have their study permit prior to beginning the Online Learning component. Keyin will provide recommended partners to assist in this process, the work and financial obligation is the responsibility of the students.
Due to immigration regulations, additional weeks may be required, in person, in Newfoundland and Labrador.

Step 3: Travel to Canada

Following completion of the online training, and the requisite work to obtain the appropriate study permit, the process will see students travel to Newfoundland and Labrador to complete their studies and begin their new life. Keyin College has an outstanding partner network that can assist newcomers to our province ensuring the acclimation process is seamless, safe, and enjoyable.

Step 4: Onsite Labs/Clinical

In St. John’s, students will complete the remaining 18 weeks of theory content (depending on the pandemic, this could be online, in class or a hybrid, blended model). Upon completion, students then begin their 15-week lab and clinical components of the program. This includes training on site at Eastern Health facilities.

Step 5: Graduation

Students that have met the program requirements for graduation will be scheduled to interview with Eastern Health, as they may apply for positions as PCAs (Personal Care Attendants).

Proof of English Language Proficiency Requirements

The first step in applying to the International PCA Program is taking the customized PELMO – Proof of English Language Mastery Online – assessment.

This assessment is required and cannot be substituted by other English language assessments.

After purchasing the assessment, you will immediately receive an email with detailed instructions about the assessment.  Within 24 hours, you will receive a second email with a link to complete the assessment. We encourage you to complete the assessment at your earliest convenience.  

The PELMO PCA Assessment takes about 70 minutes to complete. You will receive your results within 2-4 business days.
